(Salt Lake City, UT) — Utah’s state government is the second most effective in the U.S. for making policies that produce positive results. A new study by the Pew Charitable Trusts and the MacArthur Foundation says the state is a leader on using evidence to form policy and budget decisions. The state of Washington tops the list.
