Manti resident Joan Shand has received the Outstanding Citizen Volunteer Award from the Utah Recreation and Parks Association. Shand was awarded during a Manti City Council meeting last month. She has put together the Halloween Carnival over the last three years, as well as raising funds for events and getting others in the community involved.
