(Millard County, UT) — A retired law enforcement officer is arrested after allegedly fleeing deputies and threatening them with an axe in Millard County. The incident happened during a recent welfare check near I-15. Scott Elliott Russell faces felony charges for failure to stop and aggravated assault. After a pit maneuver, Russell exited his car with an axe but fled again. Deputies stopped him by spiking his tires six miles later. He reportedly resisted arrest and was taken into custody. Russell has a criminal history, and is held without bail.
