(Salt Lake City, UT) — The mayor of a Ukrainian city is telling Salt Lake City leaders that Russia is fighting a “war without rules” in his country. The Salt Lake City Council watched a video update from the mayor of Chernivtsi yesterday. The city near the western border of Ukraine has been a hub for refugees fleeing from the violence affecting other areas of the country. The Ukrainian mayor told council members that Russians are attacking schools, homes and hospitals, devastating other large cities in his country. Salt Lake City and Chernivtsi have been sister cities since 1989.
