WEST VALLEY CITY, Utah (AP) — A man accused of fatally shooting a West Valley City code-enforcement officer will likely get life in prison.

The Salt Lake Tribune reports that Kevin Wayne Billings is scheduled to be sentenced Monday morning after pleading guilty in February to aggravated murder, aggravated cruelty to an animal and arson-related charges.

According to the plea agreement, he is expected to face life in prison without parole.

Authorities say Billings killed 52-year-old Jill Robinson in August 2018 after what he considered years of harassment over laws requiring cleanup of trash and weeds outside his home.

Police say Billings poured gasoline on Robinson’s city pickup truck and set it ablaze. They say he also started a fire on his neighbor’s deck, destroying the home and killing six dogs and two cats.
