Sevier sheriff reorganizes Search and Rescue
Published on November 26, 2008 at 11:31AM
(RICHFIELD) – The Sevier County Sheriff’s Office is reorganizing Search and Rescue. Members of the North, South and Mounted Posses were told last week that their organizations would be dissolved and brought under one name, namely, the Sevier County Sheriff’s Search and Rescue. Sheriff Phil Barney said the reason for the change is due to liabilities with the county’s insurance company. Insurance representatives are concerned about people responding to situations where they don’t have enough training. Barney says the reorganization of Search and Rescue was driven by the need for higher accountability for certification. He says Search and Rescue will involve ten different disciplines depending on the skill level for each team. The different teams involve diving, OHV, mounted, swift water, winter rescue, law enforcement, climb teams, etc. Applications will be available Dec. 1 for any new or current member who wants to be part of a team.
PUD-CUP application headed to court
Published on November 26, 2008 at 11:12AM
(RICHFIELD) – A new law in Sevier County still has lingering questions that will have to be resolved in court. Proposition One, an initiative referendum concerning amending the county’s conditional use permit process on land-use ordinances, specifically, on the proposed building of a power plant, was passed in the recent election. A key question is whether or not the new law applies to the permit submitted by the Sevier Power Company. SPC representatives say the company filed for the permit under a Planned Unit Development, not a Conditional Use Permit and therefore, the new law would not apply to them. Those opposed say the permit is a CUP, not a PUD. County Clerk, Steve Wall, says the County Commissioners will follow the law and wait for the courts to decide. Proponents of Prop One have asked the Commission to stop work on the SPC application but SPC has filed a formal “rip cord” request saying the county has no more than 45 days to take final action on the PUD application.

County Commissioners said the price tag is too much for the county to afford but didn’t refuse conducting studies on the project. The Commission will continue to meet on the proposed project.

SALT LAKE CITY (AP)—Brian Johnson (30 of 36, 303 yards, 4 TD’s) had arguably his best performance of the season and the #7 Utah Utes have apparently busted the corrupt BCS again with a 48-24 victory over the #14 Brigham Young Cougars Saturday at Rice-Eccles Stadium. The Utes marched downfield on their first possession and scored on a 37-yard field goal by Louie Sakoda and never looked back as they netted 415 offensive yards in an efficient performance. Although the Cougars amassed 419 yards on the evening, Brigham Young signal-caller Max Hall threw five costly interceptions to help Utah put the game out of reach. Additionally, speedy senior Brent Casteel hauled in two of Johnson’s scoring tosses and amassed 60 receiving yards overall. Many BCS analysts have stated that the Utes will head to the Orange Bowl, but it remains to be seen what their postseason destination will be as they won the Mountain West championship outright. Judge declares mistrial in phony bomb case
Published on November 20, 2008 at 03:44PM
(RICHFIELD) – A Sixth District Court Judge declared a mistrial today in the case of an Elsinore man who called in a phony bomb threat to the Richfield Walmart last May. Sevier County Attorney, Dale Eyre, said that Judge David Mower declared the mistrial because several jurors had outside information that tainted the court process. He said that 57-year old, Augustine Vigil can be tried again in court for the crime which the county is prepared to do. Vigil was arrested June 3 after police investigated phone records at Walmart and discovered he had called in the threat on his cell phone. He was booked into the Sevier County Jail after failing a polygraph test and for charges of making a false alarm related to a weapon of mass destruction, a second-degree felony and obstruction of justice, a Class-A misdemeanor. Vigil has denied he ever made the call. Walmart was evacuated for six hours on May 31 while police investigated. No suspicious packages were found and the threat ended up being a hoax.

She also said that scam artists are more persistent in contacting consumers in a strained economy because people are having a harder time making ends meet. Driggs commented to always be wary of doing business with strangers who approach you at home, wiring money to get a loan or a job, or to buy and sell an item and giving out personal information.

Top of the Mountains Bowl features Snow

EPHRAIM – For the second consecutive year The Zions Bank Top of the Mountains Bowl will pit No.1 Snow College against No. 2 Butler Community College, this time at Sandy City’s Rio Tinto Stadium Dec. 6 in a game which will decide a National Junior College Athletic Association championship.
The game will be the first football game played at the state-of-the-art Rio Tinto Stadium. The stadium, which is the home of Real Salt Lake, opened this fall and seats 20,000 fans. It was a $120 million public-private partnership.
This is the third time Snow and Butler have met – the Badgers defeated the Grizzlies in the 2005 Top of the Mountains Bowl 17-14 and the Grizzlies returned the favor in last year’s contest defeating the Badgers 56-27.
Butler has won five NJCAA football championships – including last year in a split title with Mississippi Gulf Coast Community College – and is playing in a title game for the seventh time. Snow won the NJCAA title game in 1985.
SNOW The Badgers finished their 2008 regular season campaign undefeated with a 65-20 victory over Mesa Community College Saturday. For the season, Snow finished 11-0 with an average margin of victory of 27.9 points. The wins include four over foes currently ranked in the NJCAA top 20, including three top 10 teams and three road victories.
Snow is a combined 33-2 during head coach Steve Coburn’s tenure. The team has not lost a conference game since 2006 and has not lost at home since 2005.
Snow has a top 10 offense and defense. That is all the more amazing considering the Badger’s starting quarterback Jon Eastman missed the first nine games of the season. Back up and true freshman Quinn Mecham led the Badgers in Eastman’s absence, and is ranked No. 11 in the nation in passing. Eastman came back from injury two weeks ago and quickly returned to his top 10 passer form of the 2007 season.
The defense is led by linemen James Aiono and Mike Laloni, the Rival’s Junior College No. 1 and No. 79 recruits respectively. Four Badgers are among the nation’s top 20 in tackles on the season.
BUTLER Although Butler started the season with a loss, the Grizzlies never looked back. That loss, the only one on the season, came to pre-season No. 2 ranked Blinn with Butler coming in as the preseason No.1. The Grizzlies never dropped below No. 6 on the season, winning the remaining 10 games by a margin of 23.7 points per game.
Butler is a power on both sides of the ball, boasting the No. 3 ranked total defense nationally and the No. 14 offense. Quarterback Press Taylor is in the top 15 nationally in total offense
Butler’s stingy defense allows less than 200 yards a game. The Grizzlies hold opponents to less than 125 yards through the air and only 74 yards on the ground, good enough for the seventh best rushing defense in the country.
Butler’s menacing secondary is led by a couple of Rivals top 100 players: defensive backs Ruddel Crim (#7) and Laron Scott (#28). They are among six Grizzlies on the list. Over the past eight years, Butler has been the highest ranked program in the nation.
“The Kansas and Western States Football Leagues are perennially among the top in the NJCAA and Butler and Snow are perennially at the top of those leagues,” said Kevin White, executive director of the Zions Bank Top of the Mountains Bowl Committee. “Both of these teams deserve to be here based on their performances on the field this season.”
Zions Bank Top of the Mountains Bowl Classic The Zions Bank Top of the Mountains Bowl provides a first class bowl experience for two junior college football teams with preference given to Snow College located in Ephraim, Utah. As long as the Badgers finish above .500 they will hos t the game. Zions Bank is the title sponsor of the game. Procfor general scholarships. This is the second straight year where the bowl features a battle for the national championship.
Tickets are available at www.snowbadgers.com or www.riotintostadium.com or by calling 1-888-477-5849. Tickets are $15 for reserved premium seating and $10 for general admission. University, college and high school students may purchase tickets for $8 with a student ID. Tickets will also be available on game day approximately one-and-a-half hours before kickoff.
Moroni Feed closes plant for winter
Published on November 20, 2008 at 09:12AM
(MORONI) – The Moroni Feed Processing Plant is closing Friday for four months due to the high costs of feed. Ag Commissioner, Leonard Blackham, says the turkey industry has been hit hard this year. He says that nearly 400 of the 675 employees will be out of work starting Friday but the processing plant in Salina will not be affected. Commissioner Blackham owns a turkey farm in Sanpete County and has turned over the day-to-day operations to his sons who had to lay off several workers because of the downturn in the economy. He says fresh turkeys will be available in stores for Thanksgiving if shoppers buy the Norbest brand but he commented that this is the first time in a long time that people won’t have fresh turkeys for Christmas. Blackham said consumers can still get frozen turkeys for Christmas and other holidays. He said the dairy and cattle industries have also been hit hard because of high feed prices. The plant in Moroni is expected to open again the first week in March, 2009.

Nate Davis tossed for four touchdowns and the Cardinals amassed their latest win against MAC rival Central Michigan, 31-24 Wednesday at Kelly/Shorts Stadium. Although Ball State earned an early 7-0 lead when Davis hit Louis Johnson on a 20-yard strike, the Chippewas battled back and went up 17-10 in the third quarter when Ontario Sneed scored on an 8-yard run, and later led 24-17 in the fourth on a 38-yard scoring pass from quarterback Dan LeFevour to Kito Poblah. (RICHFIELD) – The Richfield K-Mart was evacuated this morning due to a bomb threat. Dispatch reported that someone called the store at about 10:30am, saying that a bomb would explode in an hour. Police said that all customers and personnel were evacuated and a bomb-sniffing dog was called in from Salt Lake to investigate. Officials found no unidentified packages indicating a bomb. Rural School Funding sought for Sevier County
Published on November 19, 2008 at 10:31AM
(RICHFIELD) – Sevier County Commissioners passed a resolution in this month’s commission meeting concerning securing additional funds for rural schools. District 24 Senator-Elect, Ralph Okerlund said he will petition the legislature in the next session to pass a law, whereby money through the Rural Schools Funding Program, will come directly to the state instead of the counties. He said the reason for this is so that money in the Payment-In-Lieu-of-Taxes (PILT) program is not decreased because the county is collecting Rural School Funding specifically designed for use in upgrading roads and other transportation needs. County Commissioners said if funding from Rural Schools is secured, then money in PILT will remain untouched.

Insurer wants "out" of mine disaster liability

(SALT LAKE CITY) – An insurance company is asking a District Court Judge to be removed from a civil lawsuit in the Crandall Canyon Mine disaster that killed six coal miners and three rescuers in August 2007. Hartford Casualty Insurance Co. filed a motion in Salt Lake City because officials say they’re not responsible for any civil damages from the collapse of the mine. Court documents say that Hartford provided liability insurance for Grand Junction, CO.-based Agapito Associates, Inc., the engineering firm that signed off on mining plans at Crandall Canyon. Hartford says the policies don’t cover liability resulting from Agapito’s professional performance. Hartford provided $5-million in catastrophic insurance, on top of $2-million in coverage from another insurer. Attorneys for the miners’ families want both insurance companies to remain liable. All of the parties have agreed to try to settle the case by mediation, with proceedings set to begin Monday.

Although Cleveland jumped out to a swift 13-0 lead, recent history was not on their side as in each of the previous two weeks they had squandered leads of at least 13 points in defeats to Baltimore and Denver. Things appeared to be going in that direction once again as Buffalo pulled to within 16-13 after Lindell’s 31-yard field goal to end the third quarter. In the last stanza, the action greatly percolated as Browns tailback Jerome Harrison scored on a 72-yard run which was followed by a 98-yard kickoff return for a score by the Bills’ Leodis McKelvin on the ensuing kickoff. When Buffalo took a 27-26 lead on quarterback Trent Edwards’ 1-yard scoring jaunt, the Browns drove to the periphery of Dawson’s field goal range where the Texas product made his game-winner. The win improved Cleveland to 4-6 while Buffalo fell to 5-5. Click here for game summary

FOXBORO, Mass. (AP)—Jay Feely kicked a 34-yard field goal in overtime and the New York Jets overcame a second half collapse as they downed the New England Patriots, 34-31 Thursday at Gillette Stadium. The Jets appeared to seize complete control in the second quarter when Leon Washington returned a kickoff 92 yards for a score while several moments later, Brett Favre (26 of 33, 258 yards, 2 TD’s) hit Jerricho Cotchery on a 15-yard scoring strike. Nevertheless, with a 24-6 lead late in the first half, the Jets allowed New England to gain some much-needed momentum when Matt Cassel (400 yards, 3 TD’s) found Jabar Gaffney on a 19-yard scoring toss as the first half expired. New England continued to rally while the Jets appeared to go into a conservative shell for the most part. After Stephen Gostkowski’s 47-yard field goal tied things at 24 apiece, Favre engineered a clock-killing drive which resulted in a 1-yard touchdown run by Thomas Jones. However, even as they did in the first half, the Pats scored in the closing second and forced overtime when Cassel found Randy Moss on a 16-yard touchdown pass. Nevertheless, in the extra session the Jets methodically drove downfield and ripped the Patriots’ hearts out with a clutch drive. The win improved New York to 7-3 on the season and gives them complete control of the AFC East at the moment. Meanwhile, the Patriots fell to 6-4 and several key divisional games down the stretch will determine their postseason prospects. Click here for game summary

New French interchange system planned for Utah
Published on November 12, 2008 at 11:35AM
(AMERICAN FORK) – Highway engineers will soon introduce Utah motorists to a French connection – an innovative interchange system that will allow travelers to drive on the left side of the road. UDOT Spokesman, Scott Thompson, said the “diverging-diamond interchange” is a configuration that originated in France that crisscrosses street traffic so freeway-bound vehicles can make left turns to onramps, unabated. Thompson said the concept is the first of its kind in the United States and is being planned for American Fork’s I-15 Interchange at Pioneer Crossing in Utah County. W.W. Clyde Construction of Salt Lake and Springville presented the concept to UDOT and won the bid, saving the state between $15 and $20-million. The design has suddenly become popular with engineers nationwide who want to maximize vehicle flow without increasing lanes on bridges. Engineers say that Oregon, New York, Ohio and California are among states planning to try the new concept after seeing how well it worked in Europe. The Utah project should be completed by 2010.

SPC considering plant options
Published on November 12, 2008 at 07:41AM
(SIGURD) – The Sevier Power Company is considering several options concerning the building of a proposed power plant in Sigurd. SPC representatives say that one option is converting coal-fired power to natural gas. Another option is finding a new location. SPC Attorney, Fred Finlinson, says any change in the site location or how the plant would be fired would require restarting the air quality permit process. He said zoning for the plant is for a Planned Unit Development not a conditional use permit and therefore, eliminates the need for a vote on whether the plant should be built or not. Finlinson said the issue will eventually be decided in court. In the recent election, Sevier voters passed the initiative referendum on changes to the land-use ordinance for the building of a 250-megawatt power plant in Sigurd. Another reason the changes are being made is to comply with recent changes to state law. The Planning Commission will recommend the changes to the Council at their next meeting. The most significant change will be the release of landlords from liability if tenants leave unpaid utility bills. Snow eliminates positions in budget cuts

(EPHRAIM) – Snow College is cutting several positions in order to accommodate budget cuts imposed by the state legislature earlier this year. Director of Admissions, Greg Dart, says the cuts affect administrators, teachers and support staff. He said one Vice-President position will be eliminated and seven faculty positions will be cut and all but one were worked out through an early retirement package. Some positions will be completely eliminated. He said the teachers are being given an eight month head start to find other jobs or obtain additional education for other positions. Dart said the 20 positions being cut were worked out through early retirement, empty positions and re-assignments in other open positions at both the Ephraim and Richfield campuses. Earlier this year, the state legislature mandated a four-percent cut for this year and the next fiscal year along with unknown future cuts. Dart said Snow administrators decided to enact an 8% cut in the fiscal year of July 2009 to balance out any additional cuts in the future. He said student enrollment caps and tuition hikes will not been considered at this time.

GLENDALE, Ariz. (AP)—It is no longer a cliché. Anything can happen in the NFL. Kurt Warner completed 32 of 42 passes for 328 yards and three touchdowns as the Arizona Cardinals ousted the San Francisco 49ers 29-24 Monday at University of Phoenix Stadium. Arizona came into the game with a three-game lead in their division for the first time since 1974 when they tied for the NFC East title with Washington as the St. Louis Cardinals. Although the game was hotly contested, the Cardinals capitalized on key San Francisco mistakes in the clutch to pull out the win as 49ers signal-caller Shaun Hill (19 of 40, 217 yards, 2 TD’s, 2 INT’s) threw a costly pick which Arizona converted into the go-ahead touchdown when Warner hit wideout Anquan Boldin from four yards out. Despite the momentum this provided the Cardinals, San Francisco seized it right back until they were stonewalled on the Arizona 2-yard line as time expired. The win improved the Cardinals to 7-3 on the season while the slumping 49ers fell to 2-7. Click here for game summary

That eventually led to a 6 yard touchdown pass from Jon Eastman to tight end Jordan Lower, which give the Badgers their first lead of the game, 13 to 12, with 6:29 remaining in the 4th quarter. Badger running back Mike Meifu finished the 4th quarter comeback as he broke free for a 23 yard touchdown run with just over 4 minutes left in the game, which made the final margin 19 to 12. Brian Johnson tossed a 9-yard touchdown pass to Freddie Brown in the closing seconds and the #8 Utah Utes remained undefeated with a 13-10 win over #12 Texas Christian Thursday at Rice-Eccles Stadium. The Horned Frogs did themselves no favors in the closing moments as they missed two field goals, either of which would have increased their lead to seven as they nursed a 10-6 lead. Although Texas Christian outgained the Utes, 416-275, key defensive plays by Utah defensive end Paul Kruger and cornerback Robert Johnson, (who sealed the game with an interception off of Horned Frogs signal-caller Andy Dalton) enabled the Utes to pull it out. In other college football action Thursday, Virginia Tech stormed past #23 Maryland, 23-13.

CLEVELAND (AP)—With no healthy tailbacks at his side and a hostile crowd booing his every cadence, Jay Cutler showed why the Denver Broncos feel confident in investing so much in him. The rocket-armed signal-caller from Vanderbilt tossed for a career-high 447 yards and three clutch touchdown passes and an interception as the Broncos outlasted the Cleveland Browns, 34-30 Thursday at Cleveland Browns Stadium. With the national media descending upon Lake Erie in anticipation of the first start in Brady Quinn’s career, the new Browns quarterback had a solid performance (23 of 25, 239 yards, 2 TD’s) but was overshadowed by Cutler’s heroics. Things looked bleak for the Broncos as they were stranded on their own 7-yard line early in the fourth quarter, staring a 23-13 deficit in the face. Nevertheless, in one play, things changed drastically as speedster Eddie Royal hauled in a Cutler pass and raced 93 yards for a momentum-changing score. Additionally, Daniel Graham and Brandon Marshall (who scored the game-winner) hauled in scoring passes from Cutler in the last stanza. After Marshall’s touchdown, the Browns had one last chance, but they turned the ball over on downs. The win snapped a three game losing streak for the Broncos as they improved to 5-4 and increased their lead in the AFC West over the San Diego Chargers. As for the Browns, they fell to 3-6 and need lots of help if they are to procure a wild card berth. Click here for game summary.

LANDOVER, Md. (AP)—Byron Leftwich completed 7 of 10 passes for 120 yards and a score and the Pittsburgh Steelers mowed over the Washington Redskins, 23-6 Monday at FedEx Field. While the Redskins came into this game with aspirations of maintaining their lofty place in the NFC East standings, the Steelers had other plans as they forced several turnovers and other costly mistakes by a Washington team which had played a virtually flawless season since a Week 1 loss to the New York Giants. Incidentally, the Steelers’ top-ranked defense in NFL annals forced Redskins signal-caller Jason Campbell to throw his first two interceptions of the season. Meanwhile, Leftwich, who spelled an injured Ben Roethlisberger made numerous big plays in the passing game for the Steelers as he riddled a Washington defense which came into the game ranked fifth in the league. The Redskins had several chances to pull within striking distance, but a key goalline stand in the fourth quarter crippled Washington’s chances. The win improved the Steelers to 6-2 on the season, while the Redskins fell to 6-3. Click here for game summary.
Power plant issues discussed
Published on November 03, 2008 at 11:54AM
(RICHFIELD) – Representatives from the Sevier Power Company, Robinson Transport of Salina and the Sevier County Economic Development Office met to discuss the building of a coal-fired power plant near Sigurd. SPC President, Rod Clark said the issue of zoning for the power plant was made two years ago. He also said that the initiative referendum on the ballot is a moot point because of the legal status of the zoning ordinance that was in place prior to any public vote. Kim Robinson of Robinson Transport said a vote in favor of the proposition could hurt future coal production because of the effect of changes in land-use ordinances and Malcolm Nash, Economic Development Director for Sevier County, said his office has already received calls that if Proposition One passes, new business may not come to the county. Right-To-Vote Chairperson, Elaine Bonavita, said that a vote against Proposition One would deny citizens the right to vote on the power plant issue. Election Day is Nov. 4 and polls will be open from 7am to 8pm.

The sheriff’s office encourages the public to be aware of these scams and never send money. They are asking citizens to inform them if a call is received.
Governor touts healthy Utah economy

State statistics show that the unemployment rate was 3.5% at the end of September, less than half of California and the second-lowest rate in the region after oil and gas-rich, Wyoming. Last month, the Milken Institute declared Provo, America’s best-performing city for technology output and job and wage growth. Salt Lake City itself came in third. They said the state has experienced a minor semiconductor boom in part, because of its cheap, coal-fired power and work ethic among a large LDS population. The governor said that Ogden, until recently, was becoming a decaying railway city north of Salt Lake, but has now become the world center of winter sports equipment. He said that Utah has a lot to be proud of and certainly, more than our neighbors.

DENVER (AP)–Chad Pennington completed 23 of 40 passes for 281 yards and made timely plays throughout the game as the Miami Dolphins downed the Denver Broncos, 26-17 Sunday at INVESCO Field @ Mile High. Although the Broncos were once again plagued by numerous turnovers and inopportune mistakes, they managed to hang around as they forced Miami to kick field goals in several instances when the Dolphins penetrated into the red zone. Nevertheless, after Denver pulled to within 19-17 when signal-caller Jay Cutler (24 of 46, 306 yards, 2 TD’s, 3 INT’s) hit rookie fullback Peyton Hillis (7 rec, 116 yards, TD) on a 1-yard scoring run, Miami ripped the Broncos’ hearts out with a scoring drive of their own as Ronnie Brown scored from two yards out on a drive which took eight minutes off the clock.
