Orrin Hatch was the author of the original CHIP legislation ten years ago and is surprised by opposition to the increased funding. The CHIP Reauthorization Act was approved by the House earlier this week and maintains all of the key policy provisions of the bill passed by the Senate in August, including a cap on new spending of $35-billion.
